Self-funded employer plans (ERISA): Self-funded employer plans are governed by federal ERISA rules and are outside state insurance regulation in any event.

Oregon has no comprehensive surrogacy statute, but gestational surrogacy is well established in practice and Oregon courts routinely grant parentage judgments.
