The National Assisted Reproductive Technology and Surrogacy Board is constituted under the ART (Regulation) Act, 2021 and the Surrogacy (Regulation) Act, 2021. It advises the central government on policy, reviews and monitors implementation of both Acts, and lays down the code of conduct and minimum standards that registered clinics and banks must follow. State ART & Surrogacy Boards perform related functions at state level. The Board does not handle individual patient complaints or clinic registrations directly; those functions sit with the Appropriate Authority and the National ART & Surrogacy Registry.
