The Appropriate Authority is appointed by each state or union territory government under the ART (Regulation) Act, 2021 and the Surrogacy (Regulation) Act, 2021. It is responsible for granting, renewing, suspending or cancelling the registration of ART clinics, ART banks and surrogacy clinics in its area, for inspecting facilities, and for investigating complaints of non-compliance. Patients with a concern about a clinic's conduct, or who want to confirm how a registration decision was made, can raise it with the relevant state or union territory Appropriate Authority, alongside checking the National ART & Surrogacy Registry.
